We went to a local B-A-M Store (Bricks and More).  They have trays of minifigure parts and it's just $2.50 to build a little figure.  I searched for all the perfect pieces for a little me and my man.  I usually wear all black, but the Benny Spaceman shirt is adorable.  My hubby actually has a brown argyle sweater, so this top was perfect...he also wears a black ball cap all the time and has a great beard.  My husband was out of town when we made these.  When he came back I handed him the Lego Minifigure and he looked at it...a few moments later he said "this is me".  It was perfect.  Find a local brick store near you--it's so fun!
OR
Check out Lego.com's Pick-a-Brick selection.  You can order Minifigure pieces!  They don't have a huge variety of hair, but you can make a decent collection for super cheap.  I bought $30 worth and have enough for about 25 minifigures, which is way cheaper for sure!  I love Minifigures.
You could also buy this Fun in the Park set

And mix and match them to make a perfect minifig.  There's a great selection of sizes and wigs!
